Climate Justice Meets Climate Action: The ICJ Ruling and the Philippines' Race to Zero

The Philippines is among the world's most climate-vulnerable countries, confronting escalating risks to livelihoods, ecosystems, and infrastructure. The ICJ advisory opinion reinforces that climate inaction constitutes a breach of human rights and due diligence obligations under international law—an important reference point for national accountability and policy coherence. Simultaneously, the outcomes of COP30 are expected to shape the next phase of global climate governance through the operationalization of loss and damage funding, enhanced transparency frameworks, and renewed commitments toward just transitions and sustainable finance.
Achieving the 1.5°C goal remains a moral and developmental imperative. For the Philippines, this requires sustained investment in renewable energy, green jobs, and resilience-building. This webinar aims to provide a timely, structured dialogue on how global climate rulings and negotiations can translate into national financing and governance strategies.
To drive this dialogue, we are proud to present a distinguished lineup of speakers starting with Maurits Dolmans, Cleary Gottlieb Steen & Hamilton (London) Senior Counsel and Member of the Race to Zero Expert Peer Review Group (EPRG), will explore how climate change is reshaping business, finance, and investment in vulnerable countries like the Philippines, and the opportunities and obligations this creates. Joining him is Milly Thomas, International Environmental Law Expert and Climate lawyer at DLA Piper, who will examine the ICJ Advisory Opinion and global climate obligations, highlighting the role of states and the private sector in driving resilience, justice, and sustainable action. To localize the perspective, Ludwig Oscuro Federigan, Subject Matter Expert, Co-operative College of the Philippines, will share how COP30 outcomes can drive the Philippines' climate action, aligning national policy with global finance, loss & damage mechanisms, and a just, resilient transition.
